Issue: OMB decided on December 28, 1992 to transfer Sherburne <br />county from the st. Cloud Metropolitan statistical Area (SCMSA) to <br />the Twin cities MSA (TCMSA). The affected local governments must <br />determine whether they want to accept or challenge this re- <br />classification. <br /> <br />II. Facts: <br /> <br />a. OMB aligned Sherburne county with the TCMSA because 38% of <br />Sherburne county commuters travel to the TCMSA while only 18% <br />travel to SCMSA. <br /> <br />b. The Federal Executive Advisory Committee (FEAC) on MSAs <br />had recommended this realignment to OMS because of the above <br />commuting statistics and the fact that the most significant <br />population growth is occurring in the southern part of the county. <br />While these facts are true, redesignation creates the false <br />impression that the SCMSA has lost population while the area in <br />fact is growing at a significant rate. <br /> <br />c. OMB regulations governing outlying couuities provide for <br />realignment or retention for any of six reasons. OMS agrees they <br />are not presented in an order of importance. But the conditions <br />are not mutually exclusive, thus counties like Sherburne meet more <br />than one standard. OMB used condition #3 to justify realignment of <br />Sherburne with the TCSMA. Conditions #4 and #6 both provide for <br />the retention in the SCSMA. (See enclosure (1)). <br /> <br />d. OMS has designated 253 MSAs nationwide. The st. Cloud MSA <br />was ranked 187 in size but after realigned will be ranked 214th <br />behind both Fargo-Moorhead (206) and Duluth Superior (209). <br /> <br />e. OMS regulations provide for Consolidated MSAs (CMSA). <br />Nationwide there are a total of 19 CMSAs. Sec. 5A of the OMB <br />standards of designating MSAs requires that each MSA of a CMSA be <br />no less than 60% urban. The Bureau of Census shows Stearns at <br />52.3%, Benton at 53.2% and Sherburne at 44.40% urban. <br />
