Tenlporary and permallellt cover <br />crops \vill be lltilized for areas exposed to vvind and water erosion. <br /> <br />COlllIDellt - Concerns about receiving a permit from tIle Anny Corps of Ellgineers <br />(ACOE) for proposed vvetland fill. <br /> <br />Response - The developer has been unsllccessful at gettillg a fannal respol1se from tIle <br />ACOE alld is working on it. <br /> <br />Commellt - Clarification on 110W the number of wetland acres was obtained. <br /> <br />RespOllse - Detailed descriptioll of the calclllations have beell provided. <br /> <br />Comment - Relocating a road to protect hvo wetlands frOlll being bisected. <br /> <br />Response - The wetlands in question will be nlitigated for thrOUgIl the restoration and <br />creation of new wetlands. The vegetative quality for the wetlallds in question are poor. <br /> <br />Conunent - Will the City need to amend their water appropriation permit for tIle project? <br /> <br />Response - Yes. <br /> <br />COlmnent - Do tIle proposed densities Ineet the shorelalld reqlliremellts for a llatural <br />enVirOlllTIellt lake? <br /> <br />Response - The developnlellt does Ineet the shoreIalld requirements for a 11atural <br />enVirOlllTIent lake. <br /> <br />RECOMMENDATION <br /> <br />Staff feels that the EA W accurately describes the project and tIle potelltial ellvirollillental <br />effects. Mitigation measures to reduce the ellvironmental effects have beell identified by <br />the EA W and will be incorporated into the plans for the project. Staff is recommelldillg a <br />negative declaration on the need for an EIS for the Liberty Heights Estates reqllest. A <br />resolution to this effect is attached. <br />
