Mitigation measures to reduce the ellvironmental effects have beell identified by <br />the EA W and will be incorporated into the plans for the project. Staff is recommelldillg a <br />negative declaration on the need for an EIS for the Liberty Heights Estates reqllest. A <br />resolution to this effect is attached. <br />
