February 5, 1993 File: 230-000-00 Mr. Pat Klaers, Administrator City of Elk River 720 Dodge Avenue NW Elk River, MN 55330 RE: CSAH 1 IMPROVEMENTS Dear Mr. Klaers: Last week, we had an opportunity to discuss the upgrade of CSAH 1 further to the north and west with Russ Matchinsky, Sherburne County Engineer. Mr. Matchinsk.1' agreed that the road should be improved from the point where the 1991 project terminated past the new school and industrial park to approximately County Road 32. He indicated his funding sources were committed for 1993, but he may have funding available in 1994. He also indicated it may help if the City were willing to front end the costs to design the project in 1993 for 1994 construction. We understood the County would then reimburse the City in 1994 when funding was available. Along these lines, Maier Stewart & Associates would be prepared to enter into an agreement with either the City or the County whereby we would perform the design work on CSAH 1 in 1993 and hold any billing until early 1994 when funding is available. We have prepared the attached resolution for t..1e City Council's consideration. The resolution requests the upgrade of CSAH 1 in 1994 and indicates the City is willing to advance the cost of the project design in 1993.
