<br /> <br />TO: PARK AND RECREATION COMMISSION <br /> <br />FROM: PHILIP HALS, STREET/PARK SUPT. <br />DATE: FEBRUARY 25, 1993 <br />SUBJECT: PLANT A TREE DAY <br /> <br />Representatives from Winnetka tree farm in Brooklyn Park would <br />like to involve the City of Elk River in a program to encourage <br />residents to plant trees. This is how it works: <br /> <br />1. The City advertises an evening tree seminar. A City staff <br />member and a person from Winnetka Tree Farms put on an <br />hour long class on tree choices, proper planting <br />techniques and safety concerns. <br /> <br />2. Residents who attend the seminar are given a coupon good <br />for an additional 20% off tree sale prices at Winnetka <br />Farms for the tree sale on April 24 and 25. <br /> <br />3. <br /> <br />The City can use the dollar value of this sale towards the <br />designation of official "Minnesota Tree City," without <br />actually expending City funds. <br /> <br />. <br /> <br />4. <br /> <br />In addition, if the City wanted to offer a $25.00 <br />reimbursement to residents for each tree of 1 1/2" <br />diameter or la+ger that they planted on their property <br />that was located within 20 feet of the curb line. A <br />consideration such as this has merit in that the City <br />would gain boulevard trees and not have to plant or water <br />them and the prtoperty owners would gain front yard trees. <br /> <br />The Park and Recreation Commission should consider this <br />proposal and make a recommendation to the City Council at the <br />joint meeting on 3/8/93. <br /> <br />. <br /> <br />720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
