<br /> <br />ITEM 6.7.B <br /> <br />TO: <br /> <br />MAYOR, CITY COUNCIL AND PLANNING <br />COMMISSION <br /> <br />FROM: <br /> <br />STEPHEN ROHLF, BUILDING AND ZONING <br />ADMINISTRATOR <br /> <br />MARCH 4, 1993 -5( <br /> <br />DATE: <br /> <br />SUBJECT: UPA TESTING UPDATE <br /> <br />Staff would like to take this opportunity to update the Council <br />and Planning Commission on the results of United Power <br />Association's (UPA) yearly emission testing, completed in <br />November 1992. Although this testing must be completed yearly, <br />UPA tries to vary the time of the year the testing is done so <br />all seasons are considered. There are seasonal variations to <br />the makeup of mixed solid waste, which could influence test <br />results. <br /> <br />. <br /> <br />During this last round of testing, mercury, doxins, furans, <br />particulates, and hydrochloric acid all were below the emission <br />limit placed on UPA. New emission limits for refuse <br />incineration will be set by the State sometime this year. <br />UPA's current test results would have met these new standards <br />in all catagories with the exception of a new standard placed <br />on sulphur dioxide. There is not currently a standard for <br />sulphur dioxide emissions. <br /> <br />The State will give UPA a 2 to 3 year period to met the new <br />standards. During this time, UPA will be reviewing design <br />changes to met the sulphur dioxide emission limit. <br /> <br />In general, staff is very pleased with the operation of the UPA <br />plant. UPA has worked out the initial "bugs" in their <br />operation. Because there are new Council and Planning <br />Commission members that may not be familiar with their <br />operation, UPA is extending an invitation to the City to tour <br />their plant.
