Subd., Gwen Petersen <br />March 10, 1993 <br /> <br />Page 2 <br /> <br />~ BUILDABLE LOT <br /> <br />The Elk River City Code does state that at least 1 continuous <br />acre of ground must be 4 feet above the high water table to <br />consider the parcel buildable. It appears from staff's <br />inspections the 10 acre parcel is relatively flat, possibly <br />requiring fill being brought in to meet the 4 foot standard. <br />Soil borings and perc test will be required at the time of <br />building permit application to show the proper location for the <br />home and septic system. Due to snow conditions and winter <br />weather in general, it was difficult to determine the exact <br />relationship of the high water table with the 10 acre parcel. <br />Because the site is somewhat marginal, it is staff's opinion <br />that soil borings and perc tests be conducted to verify a <br />buildable site before the administrative subdivision is <br />recorded at Sherburne County. This will ensure the City is not <br />creating an unbuildable lot. Perc tests and soil borings are <br />required when a building permit is pulled with the City, <br />therefore, this request would not cost the applicant any <br />additional money. <br /> <br />~ <br /> <br />The 70 acre parcel also appears to be flat with a large area of <br />wetland near the center. The western portion of the property <br />does slope to high ground, therefore, a buildable site should <br />not be a problem in this area. The applicant also owns a 40 <br />acre parcel immediately to the west of this site and plans to <br />develop this parcel along with the 70 acre parcel sometime in <br />the future. The applicant has been made aware of City <br />subdivision ordinances and State wetland laws regarding filling <br />and draining of wetlands. <br /> <br />ACCESS <br /> <br />Because this property abuts Anoka County Road 70, a <br />review permit will be needed from Anoka County <br />driveways. I have contacted the Anoka County <br />Department and it is their policy to require 17 <br />additional right-of-way for road expansion purposes. <br /> <br />driveway <br />for any <br />Highway <br />feet of <br /> <br />DRAINAGE <br /> <br />Drainage is not a concern due to the large size of the parcels <br />and the large amount of green space. <br /> <br />LEGAL DESCRIPTION <br /> <br />Staff is requesting the applicant provide the City with legal <br />descriptions of the 2 new parcels. <br /> <br />PARK DEDICATION <br /> <br />~ The applicant will be required to pay $400.00 in park <br />dedication fees for the additional parcel created prior to <br />recording the administrative subdivision.. <br />
