<br />. <br /> <br />Administrator and not take his/her direction from the <br />Building and Zoning Administrator. <br /> <br />ZONING ORDINANCE This attachment is the table of <br />contents from the City Code for the zoning ordinance and <br />the building and land use development ordinance. This <br />table of contents should provide the Council with some <br />generalized information of what work is required within <br />these areas of responsibilities and maybe even the amount <br />of work that is expected to be completed. <br /> <br />JOB DESCRIPTIONS Attached are the job descriptions for <br />the Building and Zoning Administrator, the Zoning <br />Assistant, and the Recycling Coordinator. This <br />information should also provide the Council with some <br />background on the different duties of the three positions <br />as they existed in 1991 and 1992. <br /> <br />. <br /> <br />PLANNING POSITION DESCRIPTIONS - Attached are the brief <br />position descriptions and pay ranges for these positions <br />as identified in the Metropolitan Area Salary Survey and <br />the League of Minnesota Cities Salary Survey for 1992. <br />The salary information is somewhat relevant, but more <br />important are the skill levels, examples of duties, and <br />minimum qualifications information for the various <br />planning positions. As I indicated at the 3/1/93 meeting, <br />the City Council has a wide range of options available to <br />them in establishing a planning position. This includes <br />various degrees of work responsibility, titles, and pay <br />ranges. <br /> <br />THE ELK RIVER PAY RESOLUTION - This final attachment is <br />the City of Elk River 1993 wage scale. This is offered in <br />order to provide the City Council with an idea of what pay <br />range they may be looking at if they decide to direct an <br />staff organizational change in the planning and building <br />and zoning areas. <br /> <br />At the 3/8 City Council meeting, I will be prepared to discuss <br />each of the attachments in as much detail as desired by the <br />City Council. As you can tell by the attached material, there <br />is no one perfect staff organizational structure and the City <br />Council can adjust the Elk River organizational structure at <br />any time in any manner it feels is most appropriate. <br /> <br />Also, as indicated at the 3/1 meeting, the key issue for the <br />Council is what level of planner should the City pursue and <br />should this position be directly responsible to the City <br />Administrator or should this position be under the supervision <br />of the Building and Zoning Administrator. <br /> <br />. <br />
