Revised Date: 4 1991 Position Title -- Recycling Coordinator Department -- Building and Zoning FLSA Status -- [ ] Exempt [x] Non-Exempt Summary Description The primary objective of this position is to provide assistance and report to the Building and Zoning Administrator in order to maintain and improve the quality of the environment as it relates to the health, safety and welfare of the citizens of Elk River. Duties/Responsibilities 2. ) 3. ) . 4. ) 5.) 6 . ) 1.) Development -- Develop and implement landfill abatement program including curbside recycling, yard waste removal and drop-off sites. Develop public information and educational material for landfill abatement program. Coordination -- Coordinate various environmental education efforts within the City. Planning -- Responsible for solid and hazardous waste planning/compliance work. EAW/EIS project involvement and review. Liaison -- Act as liaison for City with regulatory bodies, developers, and project personnel. Complaints -- Initiate investigation and legal action on nuisance and pollution complaints filed with the City. Zoning Assistance/Environmental Officer -- Assist Zoning Administrator in enforcement of City Solid Waste Ordinance and Zoning Or.dinance. This includes, but is not limited to, assisting in waste site monitoring/evaluation work. periodically review and process zoning applications and present recommendations for approval or denial to the Planning Commissioner and/or City Council. 7.) Other -- The duties and responsibilities enumerated above are not intended to be all inclusive and may be expanded to include other duties or responsibilities that the City of Elk River may deem necessary from time to time. Oualifications 1.) Education -- College degree in an environmental discipline. 2.) Experience --Two years governmental experience helpful.
