Establish Stann Water Utility Fund <br /> <br />A Storm Water Utility Fund is a method whereby the City can create another funding <br />source for storm water improvement projects. The fund creates income through small <br />quarterly utility charges against property in the area. This phase of the study would <br />research other communities' storm water utility funds versus the needs of the City of Elk <br />River. It would also recommend typical projects and an annual expenditure from such <br />a fund relating this to estimated quarterly charges for the various types of property. <br />Based on this information, the City Council could determine if they would like to pursue <br />establishing a Storm Water Utility Fund. The estimated cost not-to-exceed for this phase <br />of the study is $3,500. <br />
