The City should adopt design standards for reducing contaminant loads from surface <br />runoff such as the "best management practices" BMPs outlined in the MPCA publication <br />Protecting Water Ouality in Urban Areas. The model ordinance included in the <br />Appendix suggests this publication be adopted by local government as a design standard <br />for storm water ponds. Other acceptable criteria are available from the National Urban <br />Runoff Program (NURP) and in the Ramsey County Erosion and Sediment Control <br />Handbook. <br /> <br />CONCLUSION <br /> <br />The City should adopt policies for both water quality and quantity for storm water <br />management.
