<br /> <br />FROM: <br /> <br />MAYOR & CITY COUNCIL <br />PLANNING COMMISSION <br /> <br />PAT KLAERS, CITY ADMINISTRAT~. ~/ <br /> <br />FEBRUARY 24, 1993 .~~ <br /> <br />TO: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />JOINT MEETING <br /> <br />A joint meeting of the City Council and Planning Commission is <br />scheduled for 9:00 a.m. on Saturday, February 27, 1993, at the <br />Elk River PUblic Library. Coffee and rolls will be provided <br />and the Council and Commission are encouraged to come casually <br />dressed as a tour of the new City Hall/Police Department <br />facility is scheduled following the joint meeting. <br /> <br />. <br /> <br />Prior to the 9:00 meeting, Fire Chief, Russ Anderson, will have <br />the City of Rogers Fire Department equipment van on display in <br />the parking lot of the Library. This van is very similar to <br />the one which Russ would like to purchase for Elk River and <br />having this van available may help answer some questions <br />regarding the special needs associated with the Fire Department <br />equipment van. <br /> <br />Additionally, after the joint meeting and after the tour of the <br />new City facility, a Fire Department training session is <br />scheduled with the burning of a two-story structure. The <br />structure is in the northwest corner of the Cretex property at <br />the east end of Meadowvale Road, just off of Upland Avenue. <br />This burn is sched~led to take place at approximately 1:15-1:45. <br /> <br />The agenda for the work session is rather ambitious. All of <br />the issues may not be able to be discussed in as much detail as <br />desired in the two and one-half hours scheduled for the joint <br />meeting. The work session is planned to be very informal with <br />Councilmembers and Commission members being encouraged to ask <br />questions at any time regarding the topics discussed and also <br />to add issues to the agenda that need to be addressed. <br /> <br />. <br /> <br />In general, City Attorney, Peter Beck, will be discussing <br />agenda item #3. Some of his presentation on subdivision and <br />zoning issues overlap with agenda items 4E and F, but Peter <br />will emphasis the legal framework for these municipal <br />development tools rather than discussing the planning <br />implementation role of these city ordinances. Peter's <br />presentation on Minnesota Chapter 462 will include some <br />comments regarding city conditional uses, variances, zone <br />changes, possible Council actions on applications, state laws <br />in relationship to the City enforcement, and the public hearing <br />procedures. <br /> <br />720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
