<br /> <br />ITEM 5. 1. <br /> <br />FROM: <br /> <br />JANELLE SCHMITZ, ZONING <br />FEBRUARY 12, 1993 <br /> <br />t~) <br />ASSISTANT ()JvY . <br />(1 <br /> <br />TO: <br /> <br />MAYOR AND CITY COUNCIL <br /> <br />DATE: <br /> <br />SUBJECT: SIGN REQUEST BY MIKE AND KATHY <br />FITSCHEN/PUBLIC HEARING <br /> <br />The applicants, Mike and Kathy Fitschen of Princeton, are <br />requesting approval for signage as a new tenant of the Big <br />Wheel Rossi building located at 508 Freeport Avenue. The new <br />tenant, Spectrum Photographic Services, will be located between <br />the Big Wheel Rossi store and the Players Club Billiard Hall. <br /> <br />The property is located in a PUD, therefore, allowed uses and <br />other restrictions are stipulated through a PUD agreement. In <br />this case, the use is permitted however, signage is subject to <br />review and approval by the Planning Commission and City <br />Council. In PUD's, the underlying land use usually determines <br />the amount of signage allowed. The underlying land use in this <br />case is HB, Highway Business. It is, therefore, appropriate to <br />use the C3 Highway Commercial signage requirements for this use. <br /> <br />. <br /> <br />The applicant is requesting 2 wall signs. The sign located on <br />the front of the building would measure 36 square feet and <br />would be illuminated while the sign located on the back of the <br />building would measure 16 square feet and would not be <br />illuminated. According to the Elk River City Code, this <br />request is consistent with the signage allowed in the C3 zoning <br />district. In addition, the existing signage for the other <br />tenants is similar in size. <br /> <br />Staff feels this is a reasonable request and is recommending <br />approval subject to the applicant receiving a building permit <br />before erecting said signs.
