<br />. <br /> <br />. <br /> <br />. <br /> <br />Municipal Utility Needs <br />January 28, 1993 <br /> <br />Page 3 <br /> <br />JOINT COUNCIL/COMMISSION MEETING <br /> <br />The City Council and the Utilities Commission need to get <br />together to discuss the need for a water tower and well in the <br />high pressure zone of the City and how the well and water tower <br />will be financed. This topic was discussed at the last joint <br />meeting held on June 29, 1992. There are other issues that <br />currently need to be discussed by the City Council and the <br />Utilities Commission, but the need for a well and a tower in <br />the high pressure zone is the most urgent and will necessitate <br />a meeting very soon. (A follow-up meeting will be appropriate <br />in order to discuss some of the other joint issues such as <br />garbage billing and the waste water treatment plant expansion <br />for urban services to the east Highway 10 area). <br /> <br />ACTION REQUESTED <br /> <br />This issue is on the agenda for discussion by the City Council <br />as the Utility Commission has its next meeting scheduled for <br />February 9, 1993. In this regard, if any action is taken by <br />the City Council, it can be forwarded to the Utility Commission <br />for its review and consideration. <br /> <br />The City Council could consider asking the Utilities Commission <br />to join them at the 6:00 p.m. February 15, 1993, CIP meeting <br />and have the utilities in this vicinity, and specifically the <br />water tower, as the first agenda topic for discussion at this <br />meeting. If the Council would like to first discuss <br />development in this area in relationship to all the other <br />desired capital improvements in the community, then a joing <br />meeting should be scheduled in the later part of February. <br /> <br />At this time, it may be appropriate for the City Council to <br />request that the Utilities Commission evaluate authorizing the <br />preparation of plans and specifications for a water tower. <br />This action, if it takes place by the Utilities Commission, may <br />also have to be authorized by the City Council if the City is <br />going to end up issuing revenue bonds for this project that <br />would ultimately be repaid in part with water utility revenues. <br />
