<br />. <br /> <br />(b) The yard waste composting facility shall be <br />located and operated as shown on the plans <br />submitted by Licensee. <br /> <br />(c) All plastics shall be removed from yard waste <br />brought to the facility before composting. <br /> <br />(d) All municipal solid waste must be immediately <br />removed from yard waste and landfilled. <br /> <br />(e) The yard waste composting facility must be <br />operated in such a manner as to keep odors to a <br />minimum. If odor becomes a problem staff may <br />require more frequent turning of compost piles <br />and/or watering to ensure that the compost <br />remains aerobic and breaks down as quickly as <br />possible. <br /> <br />(f) The maximum amount of yard waste which may be <br />accepted is 100,000 cubic yards per year. <br /> <br />(g) Positive drainage away from the compost area <br />must be implemented, as approved by City staff. <br /> <br />(h) Yard waste and/or compost may not be used as <br />daily cover for the landfill. <br /> <br />. <br /> <br />(i) That Licensee is in strict compliance with all <br />other terms, conditions and requirements of this <br />License, including specifically, but not limited <br />to, the operational requirements, performance <br />standards and environmental monitoring <br />requirements of sections 4, 6, 7, and 8; and the <br />requirement of sections 17 and 25 to make prompt <br />paYment of all fees due to the City. No yard <br />waste may be accepted at the yard waste <br />composting facility if this condition is not <br />complied with. Licensee must immediately stop <br />accepting yard waste upon written notice from <br />the City that there is a violation of this <br />condition. <br /> <br />(03) Contaminated Soil Storaqe and Treatment. The <br />operation of a contaminated soil storage and treatment <br />facility on the Landfill Property may be conducted, in <br />conformance with all applicable terms and conditions of <br />this License, subject to the following conditions: <br /> <br />. <br /> <br />(a) The operation of the contaminated soil storage <br />and treatment facility shall comply in all <br />respects with all applicable requirements of the <br />City Code of Ordinances and all applicable <br />federal, state, and county laws and regulations. <br /> <br />5. <br />
