January 20, 1993 File: 230-151-80 Honorable Mayor and City Council City of Elk River 720 Dodge Avenue NW Elk River, MN 55330 RE: WASTEWATER TREATMENT PLANT UPGRADE Dear Council Members: As we proceed with the facility plan for the upgrade of the Elk River Wastewater Treatment Plant (WWTP), there are a few issues which need to be reviewed by the City Council. These issues are as follows: 1. Service Area The attached map shows a potential service area for the next 20 years. The service area includes the urban area from the Growth Management Plan and an area along the East Highway 10 corridor. The areas it excludes are existing rural developments along the northerly fringe of the Growth Management Plan Urban Service Area. This size of area will result in a WWTP sizing of approximately 2.2 million gallons per day, three times the current quantity. We would request the City Council review this proposed service area and comment on any additions or deletions they would like. 2. Otsego Sewer Capacity The issue of whether or not the City of Otsego is offered an opportunity to purchase WWTP capacity also needs to be addressed. If the answer is yes, there are several other issues which need to be addressed, such as: · Will capacity be available for all types of development? · What will the design strength requirements be? · What will the cost of the capacity be? · What will the cost of the treatment be? We would suggest that, if the City Council desires to offer WWTP capacity to the City of Otsego, staff be directed to prepare a recommendation on the various issues for the City Council's review.
