This material <br />from Terry also includes a map showing the area that could be <br />serviced with municipal sewer and water if the plant expansion <br />takes place as proposed. The piece of information missing from <br />Terry's memo is the existing urban service area. This map is <br />attached to my memo and is provided from the 1988 Growth <br />Management Plan. Existing residentially developed areas north <br />of the Elk River on the west side of the City and in the <br />Ridgewood East area, are proposed to be deleted from the urban <br />service area at this time. If the entire area shown on the <br />1988 map was serviced with municipal sewer and water, then the <br />sewer plant would be used to its current capacity. <br /> <br />If the City Council desires to include additional areas to the <br />urban district other than what is provided in Terry's map, then <br />other areas may have to be deleted. In this regard, the City <br />Council has to look at the dollar value of increasing the plant <br />capacity beyond the 2.2 million gallons per day that is being <br />proposed. The City may not reach this 2.2 million gallons per <br />day capacity within 20 years and if the plant is made larger <br />(excluding the Otsego issue), then what is the dollar value of <br />providing this increased capacity now when it may not be used <br />until the year 2020 Or 2030. It may be more appropriate to <br />plan a second plant expansion in 2010-2015 to provide <br />additional capacity. <br /> <br />One thing not mentioned in Terry's memo that should be <br />discussed at the meeting is the timeframe for the actual <br />completion of the plant expansion. If the plant expansion is <br />authorized by the Coqncil in 1993, it seems likely that the <br />work would begin in 1994 and may not be completed until the <br />1995-96 timeframe. In this manner, the Council will need to <br />determine when municipal utilities should be available to the <br />east Highway 10 ~rea. If municipal utilities are offered prior <br />to the plant being expanded, then some areas currently planned <br />to have municipal sewer will have to be deleted until the plant <br />is expanded. It is qnticipated that after a plant expansion is <br />approved by the Council, and after work on the Capital <br />Improvement Program, that the Growth Management Plan will have <br />to be updated in 1994 to reflect the changing priorities of the <br />City Council and the changing status of the growth in Elk River. <br /> <br />720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
