This <br />meeting is for discussion purposes only. No action will be <br />required of the City Council. This memo is to update you on <br />some of the recent developments with the Farmers Market. <br /> <br />The Farmers Market has filed for Articles of Incorporation as a <br />non-profit organization and they have been approved. They hope <br />to begin operating on May 1, 1993, and will remain open through <br />the end of October. At this time they are anticipating 14 to 16 <br />vendors, however, that number could increase as the operation <br />continues, and will vary throughout the season. <br /> <br />Two sites have been tentatively chosen from which to operate <br />the Farmers Market. The downtown parking lot behind Johnson's <br />Department Store and the Cenex location on Highway 10 and <br />Hudson Street. The downtown site would be used on Wednesdays <br />~ and the Cenex site would be used on Sundays. <br /> <br />Although the Cenex site is zoned C3 and allows produce markets <br />as a permitted use, the downtown site is zoned Cl and does not <br />allow produce markets. The Kennedy's have met with the Elk <br />River Downtown Development Corporation and they approve of the <br />location. The Planning Commission has also reviewed the <br />proposed location downtown and feels the use can be <br />accommodated through an ordinance amendment. Staff concurs but <br />adds that the use be considered as a conditional use so issues <br />such as parking and signage can be addressed.
