Also, limited information on <br />the expenses for each project will be available for this <br />meeting. These two pieces of the puzzle are anticipated to be <br />put in place at the second meeting which will the lead to a <br />reevaluation of the CIP that is "penciled-in" during the first <br />meeting. <br /> <br />(An exception to this schedule may be to discuss the TIF 1/3 <br />projected balance in 1997 and the need for a water tower. TIF <br />1/3 financed the 1984-85 water tower project.) <br /> <br />FOLLOW UP MEETING(S) <br /> <br />At the second meeting in February, it is anticipated that the <br />Council will review all the available finances for the CIP. <br />For each reserve fund that the City has available, it is <br />anticipated that we will review the estimated 1/93 balance, add <br />any expenditures that are scheduled to take place in 1993, and <br />include any known revenues that will be received in 1993. <br />Following this step we will then formulate a 1/94 balance and <br />add any anticipated revenues for the next few years. This will <br />provide us with a foundation of what is available to finance <br />capital improvements. We will also list the eligible or <br />possible uses for each fund. This exercise will allow for a <br />project to show up in a few different funding categories and <br />allow the City to develop a "cafeteria plan" for financing <br />improvements. <br /> <br />Once all of the available finances have been identified at the <br />second meeting, then we will go back to the CIP priority list <br />identified at the end of the first meeting, elaborate on this <br />list as appropriate, and establish/reestablish dollar <br />estimates/ranges for the projects. The CIP will then be more <br />formally developed as the Council attempts to match the <br />projects to the available dollars. The goal is to end up with a <br />one year (1993-94) CIP, a five year CIP (1993-98), and a list <br />of "pending" projects which will be annually evaluated. <br />
