Paul will check to see that <br />Terry Maurer and Steve Ach will be able to attend. <br /> <br />Commissioner Holmgren noted changes in the taxing system for utilities <br />such as NSP have been proposed which may have a significant impact <br />on Elk River. Paul indicated he is maintaining contact with Michael <br />Darger. Sherbume County Economic Development Coordinator, for any <br />new information on this subject. <br /> <br />7. Uodate - Business Incubator <br /> <br />Prqaram Guidefines <br />Preliminarv Lease Issues <br /> <br />e <br /> <br />Commissioner Dwyer proposed the following changes to the sample <br />tenant selection guidelines: <br /> <br />I. (Basic Entry Guidelines) (4) - Rather than the words IIspecial <br />consideration II. use "are encouraged". <br /> <br />II. (Specific Application Guidelines) (1) - Reword to not exclude service <br />high tech businesses such as computer programming. <br /> <br />Application Form - The EDA may wish to require personal information on <br />the owner of the business. since start-up businesses will have no financial <br />track record. <br /> <br />Commissioner Holmgren suggested there be identifying signage at the <br />business incubator site. Paul indicated $3.000 has been budgeted for the <br />first year for overall signage. and an additional amount each year <br />thereafter for any tenant changes in signage. <br /> <br />Paul noted Mr. Hickman would like a decision from the EDA regarding <br />the amount of square footage required for the business incubator <br />project (10.000 or 15.000 sq. ft.). Mr. Hickman has proposed the EDA <br />finance the necessary restroom facilities, with the possibility of <br />depreciating the costs if theEDA were to discontinue the program in two <br />years.
