MOVED BY COMMISSIONER PAIGE AND SECONDED BY COMMISSIONER KUESTER TO RECOMMEND A CHANGE IN THE TESTING POLICY TO INCLUDE TESTING THREE DAYS PER WEEK WITH CAUTION/INFORMATION SIGNS CLEARLY POSTED WHEN THERE IS A READING OF 200CFU PER 100 ML. MOTION CARRIED 4-0. 8.4.A. Discussion Items - Joint Council/Park Commission Workshop 8A.B. 9. LA. 9.2.A. Director of Parks and Recreation, Bill Maertz shared that a joint Parks and Recreation Commission/City Council workshop is set for Monday, April 10th at 6:30pm. The City Administrator has requested that an agenda of items be created prior to the workshop. Commissioner Niziolek suggested long term funding for future parks to be able to follow the designed park scheme. Commissioner Kuester suggested discussing a possible referendum. Commissioner Paige suggested reviewing and updating the master trail plan. Discussion Items - Natural Resources Inventory Task Force Director of Parks and Recreation, Bill Maertz shared an update regarding three staff recommendations. First, wetland buffer ordinance is in an agreeable form to all parties and should be submitted to the Planning Commission and City Council. Second, transfer of development rights program and the tree preservation ordinance will be discussed further to clear up questions. Land Use Cases - None Park/Trail Development -CR 33 Tunnel/Great Northern Trail Director of Parks and Recreation, Bill Maertz shared that the City Council approved the pedestrian tunnel for under CR 33 to be paid for from the Park Dedication Fund. 9.2.B Woodland Trail Grant Director of Parks and Recreation, Bill Maertz shared that staff would like to apply for a grant through the DNR Outdoor Recreation Grant Program that is due March 2006 and if awarded, would be for a total of 36 acres. Total cost of the project is 900,000. 225,000 from Park Dedication Fund, 175,000 from DNR Metro Greenways Grant, 200,000 from DNR Scenic and Natural Areas Grant and 300,000 from DNR Remediation Fund Grant. 10.1. Update February 21 2006 City Council Meeting Director of Parks and Recreation, Bill Maertz shared that the contract to purchase Pinewood golf course was not ready and only discussion took place, no vote was taken.
