~
Elk~.:J
River

Police Department

MEMORANDUM

TO:

FROM:
DATE:
SUBJECT:

Bill Maertz
Jeffrey A. Beahen, Chief of Police
May 8, 2006
Babcock Park

I am in full agreement that if possible, the City of Elk River take over Babcock Park. I am
confident that this would give us the ability to address several concerns I have that are
directly related to our on-going issues of illicit outside sexual activity.

These would include:

Removal of the permanent restrooms and replacing them with portable toilets.

Trimming or removal of foliage and trees in certain areas (DNR and waterway act
permitting) to take away the primary areas used for outdoor sexual activity.

Better maintenance of the park itself-to help remove the debris and trash left behind by
those who frequent the park, and often leave a variety of illicit trash items behind.

This is a minimum cared for facility now, and with it being so visible to many who travel
through our community, any effort to present a better image to the motoring public is
greatly appreciated.
