<br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />May 10, 2006 <br />File: 226-107F <br /> <br />Dear Naples Street/186th Avenue Resident: <br /> <br />The feasibility study for sewer and water and permanent street improvements in your <br />neighborhood has been presented to the City Council. The City Council has expressed some <br />concern regarding the fact that those property owners in favor of sewer and water and street <br />improvements and those against appear to be unchanged from several years ago. The City <br />Council is also concerned about the estimated cost of the improvements and the affect that <br />an assessment may have on property owners, even if the City were to subsidize a portion of <br />the cost. Therefore, the City Council took no action relative to the presented feasibility <br />study. <br /> <br />However, at last Monday's meeting, the City Council had a general discussion about whether <br />or not your neighborhood of Naples Street and 186th Avenue should be included in the 2006 <br />Street Overlay Improvement. Inclusion in this project would get a bituminous surface of 24 <br />- 28 feet wide on the existing gravel roads in your area. There would be no concrete curb <br />and gutter installed nor would there be any significant changes to the drainage. It would <br />simply eliminate the gravel road and the washboard effect and dust that is associated with <br />that gravel. The proposal for typical overlay projects is that assessments are on a per unit <br />basis. This year we are anticipating those assessments to be $2,300 - $2,500 per unit. <br /> <br />The City Council will be continuing this discussion at the Monday, May 15th City Council <br />meeting. If you are included in this project, you will receive a further notice inviting you to a <br />public hearing/assessment hearing in mid-June.
