MEETING OF THE ElK RIVER ECONOMIC DEVElOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, AUGUST 8, 1994 Members Present: President GongolL Commissioners Dwyer, Holmgren and Scheel Commissioner Duitsman arrived at 6:12 p.m. Commissioner Farber arrived at 6:23 p.m. Members Absent: Commissioner Dietz Staff Present: Bill Rubin, Executive Director 1. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 6:03 p.m. by President Gongoll. 2. Consider Auaust 8: 1994 EDA Aaenda COMMISSIONER SCHEEL MOVED TO APPROVE THE AUGUST a, 1994 EDA AGENDA. COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3: Consider July 11, 1994 EDA Minutes COMMISSIONER DWYER MOVED TO APPROVE THE JULY 11, 1994 EDA MINUTES. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 2-0- 2.. PRESIDENT GONGOLL AND COMMISSIONER SCHEEL ABSTAINED. 4. Ooen Mike No one appeared for this item. Bill Rubin reviewed the financial update prepared by Lori Johnson: 5. Financial Uodate Micro-Loan Fund The Mcro-Loan Fund had a cash balance of $140,449.53 as of July 31,1994. As of August 8, 1994, all loans are current except Indy Lube and Beaudry Convenience which have not made their August loan payments. Block Grant Micro-Loan Fund This fund had a cash balance of $8,054.19 as of July 31, 1994. 6. Consider Uodate on Interim Imorovements to EDA Main Street Site Bill Rubin stated that the most popular plan for improving the EDA Main Street site is the design that includes a plaza at the street level, terracing down to a lower level near the river for some type of amphitheater. It has also been suggested that the artesian well at the site could be used for some type of landscaping or waterfall effect.
