He indicated that the request for an alternate site stems from potential wetland mitigation of the original site plus higher than expected soil correction costs. Bill Rubin stated that the previous TIF District No. 9 involving the original site has not been certified. He requested that the EDA authorize a public hearing to consider a TIF Plan for the Tescom expansion with the new site. Bill Rubin indicated that the original expansion site was Lot 8 of Block 1 and Tescom is now considering either all or a portion of Lots 1, 2, and 3, of Block 2, Second Addition. Discussion was held regarding the value of the lots and the fact that Lots 1, 2, and 3 have a greater value than the original requested Lot 8. Discussion was also held regarding the fact that the EDA had originally intended Lots 1, 2, and 3 of Block 2 to be saved for large user. Bill Rubin informed the EDA that Tescom has no alternative other than using either Lots 1, 2, or 3 or a portion of those lots. The EDA also discussed the fact that if Tescom does use Lots 1, 2, and 3, the city would be lacking in industrial lots. COMMISSIONER DWYER MOVED THE FOLLOWING: A. TO PREPARE A REVISED TAX INCREMENT FINANCING PLAN FOR THE TESCOM EXPANSION; B. TO SCHEDULE A PUBLIC HEARING FOR MARCH 8, 1993, TO CONSIDER THE ADOPTION OF THE TAX INCREMENT FINANCING PLAN; AND, C. TO RECOMMEND THAT THE CITY COUNCIL CONSIDER SCHEDULING A PUBLIC HEARING FOR MARCH 8, 1993, TO CONSIDER THE ADOPTION OF THE PLAN. COMMISSIONER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 6-0. 7. Consider Public Hearing Date for Sale of EDA property in the Elk River Industrial Park Bill Rubin informed the EDA that State law requires an EDA to hold a public hearing on the sale of any property owned by the agency. He indicated that staff is requesting the EDA to set a public hearing date regarding the proposed sale of Elk River Industrial Park property to the Tescom Corporation. COMMISSIONER DUITSMAN MOVED TO AUTHORIZE A PUBLIC HEARING 1993, TO DISCUSS THE TERMS AND CONDITIONS OF THE SALE THE ELK RIVER INDUSTRIAL PARK TO TESCOM CORPORATION. DIETZ SECONDED THE MOTION. THE MOTION CARRIED 6-0. ON MARCH 8, OF PROPERTY IN COMMISSIONER 8. EDA Main Street Redevelopment site President Gongoll informed the Commission that he and Commissioner Dwyer, along with Pat Klaers and Bill Rubin, met with Gary Santwire of REP, Ltd. to determine if Mr. Santwire was interested in pursuing the redevelopment of the EDA Main Street redevelopment site. He stated that as a result of the meeting, Mr. Santwire has agreed to provide the EDA with information to evaluate a proposal. After discussion by the
