He indicated that the request for an alternate site stems <br />from potential wetland mitigation of the original site plus higher than <br />expected soil correction costs. Bill Rubin stated that the previous <br />TIF District No. 9 involving the original site has not been certified. <br />He requested that the EDA authorize a public hearing to consider a TIF <br />Plan for the Tescom expansion with the new site. <br /> <br />Bill Rubin indicated that the original expansion site was Lot 8 of <br />Block 1 and Tescom is now considering either all or a portion of Lots <br />1, 2, and 3, of Block 2, Second Addition. Discussion was held <br />regarding the value of the lots and the fact that Lots 1, 2, and 3 have <br />a greater value than the original requested Lot 8. Discussion was also <br />held regarding the fact that the EDA had originally intended Lots 1, 2, <br />and 3 of Block 2 to be saved for large user. Bill Rubin informed the <br />EDA that Tescom has no alternative other than using either Lots 1, 2, <br />or 3 or a portion of those lots. The EDA also discussed the fact that <br />if Tescom does use Lots 1, 2, and 3, the city would be lacking in <br />industrial lots. <br /> <br />COMMISSIONER DWYER MOVED THE FOLLOWING: <br /> <br />A. TO PREPARE A REVISED TAX INCREMENT FINANCING PLAN FOR THE TESCOM <br />EXPANSION; <br /> <br />B. <br /> <br />TO SCHEDULE A PUBLIC HEARING FOR MARCH 8, 1993, TO CONSIDER THE <br />ADOPTION OF THE TAX INCREMENT FINANCING PLAN; AND, <br /> <br />C. TO RECOMMEND THAT THE CITY COUNCIL CONSIDER SCHEDULING A PUBLIC <br />HEARING FOR MARCH 8, 1993, TO CONSIDER THE ADOPTION OF THE PLAN. <br /> <br />COMMISSIONER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />7. Consider Public Hearing Date for Sale of EDA property in the Elk River <br />Industrial Park <br /> <br />Bill Rubin informed the EDA that State law requires an EDA to hold a <br />public hearing on the sale of any property owned by the agency. He <br />indicated that staff is requesting the EDA to set a public hearing date <br />regarding the proposed sale of Elk River Industrial Park property to <br />the Tescom Corporation. <br /> <br />COMMISSIONER DUITSMAN MOVED TO AUTHORIZE A PUBLIC HEARING <br />1993, TO DISCUSS THE TERMS AND CONDITIONS OF THE SALE <br />THE ELK RIVER INDUSTRIAL PARK TO TESCOM CORPORATION. <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />ON MARCH 8, <br />OF PROPERTY IN <br />COMMISSIONER <br /> <br />8. <br /> <br />EDA Main Street Redevelopment site <br /> <br />President Gongoll informed the Commission that he and Commissioner <br />Dwyer, along with Pat Klaers and Bill Rubin, met with Gary Santwire of <br />REP, Ltd. to determine if Mr. Santwire was interested in pursuing the <br />redevelopment of the EDA Main Street redevelopment site. He stated <br />that as a result of the meeting, Mr. Santwire has agreed to provide the <br />EDA with information to evaluate a proposal. After discussion by the <br />
