Approve Mork Clinic TIF Reimbursement Request <br /> <br />Pat Klaers, Executive Director, indicated that the EDA had authorized <br />payment to Mork Clinic at the February 11 meeting for tree removal and <br />site grading related to their recent project. He further indicated <br />that Mork Clinic is seeking additional reimbursement. The Executive <br />Director stated that staff is willing to recommend additional <br />reimbursement of $4,750 for engineering and soil testing costs incurred <br />by Mork Clinic. <br /> <br />e <br /> <br />COMMISSIONER TRALLE MOVED TO APPROVE AN ADDITIONAL $4,750 TO MORK <br />CLINIC AS REIMBURSEMENT FOR ENGINEERING AND SOIL TESTING COSTS UPON <br />SUBMITTAL OF THE CONTRACTOR'S DOCUMENTATION OF THE WORK BEING COMPLETED <br />AND THAT THERE BE NO FURTHER CLAIMS AGAINST THE CITY REGARDING THIS <br />MATTER. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 6-0. <br /> <br />8. <br /> <br />Review TIF Policy Revisions <br /> <br />Bill Rubin indicated that he had drafted a Tax Increment Financing <br />Policy for Elk River which would replace the City's existing policy. <br />Discussion was held regarding Section V. Discussion was held regarding <br />how staff or the EDA would determine the subsidy percentage amounts and <br />how they would be prioritized. The EDA also discussed Section VI in <br />regard to the amount of the application fee. After discussion it was <br />the consensus that the application fee should remain at $5,000 and <br />further that it should be made very clear in this section that the <br />legal fees being referred to are the City's legal fees, not the <br />applicant's legal fees. It was also suggested that the fact that some <br />TIF's result in a reduction of state aid should be included in the <br />policy. It was further the consensus of the EDA that staff be allowed <br />to refine and review the percentages in Section V and further that once <br />the policy is complete, it be reviewed on a yearly basis. <br /> <br />9. Prospect Report <br /> <br />The Prospect Report, which was sent under separate cover, was discussed <br />by the EDA. <br /> <br />e 10.
