Dr. <br />Rafferty and a representative from Dick's Main Tap <br /> <br />Mike <br /> <br />1. <br /> <br />Pursuant to due call and notice <br />Economic Development Authority was <br />Commissioner Gunkel. <br /> <br />thereof. the workshop meeting of the <br />called to order at 7:00 p.m. by <br /> <br />Commissioner Gunkel began <br />the workshop session was <br />the river park proposal. <br />and citizen input to the <br />Federal and State funding <br />of the community. <br /> <br />the meeting by indicating that the purpose of <br />to receive property owner and citizen input on <br />Additionally, it was necessary to provide EDA <br />staff in order that the grant applications for <br />of the river park proposal reflect the desires <br /> <br />Staff member Dick Fursman reviewed the river park proposal as originally <br />presented by Brauer and Associates. It was indicated that an essential <br />ingredient in the river park proposal was the requirement that it be <br />handicapped accessible. Making the riverwalk accessible to the <br />handicapped significantly increased the cost of the project. The four <br />phases of the riverwalk park proposal and its associated costs were <br />discussed in detail including the concept that each individual phase could <br />be constructed without the other phases being required to be constructed <br />at the same time. <br /> <br />A number of the property owners voiced their serious concern over the <br />erosion of the riverbank that has taken place over the last ten years. <br />Regardless if a riverwalk was constructed behind their businesses, the <br />continued erosion of the riverbank must be prevented. It was the <br />consensus of the group that the City should contact the DNR and the Corps <br />of Engineers to start the evaluation process and action that is necessary <br />to prevent the further erosion of the riverbank. It was noted that if a <br />$1.000.000 riverwalk project was constructed near the edge of the <br />riverbank and if the riverbank continued to erode at its current pace that <br />such a project would soon vanish into the river. <br />
