ZC 06-03 BASED <br />ON THE FOLLOWING FINDINGS: <br /> <br />1. THE TIMES AND CONDITIONS HAVE CHANGED TO WARRANT <br />REZONING THE PROPERTY TO C3. <br /> <br />2. THE PROPOSED REZONING TO C3 IS CONSISTENT WITH THE <br />LAND USE DESIGNATION OF HIGHWAY BUSINESS. <br /> <br />3.
