We have outgrown the polling site of Precinct 4-B which is currently at the Elk River Senior <br />Center. <br /> <br />Discussion <br />With the general election of 2004, Precinct 4-B had 700 new registrations. The Elk River Senior Center <br />can no longer accommodate the large capacity of voters for that precinct. I spoke with Guardian Angels <br />Care Center staff requesting them to consider allowing us to use their congregate dining room (which <br />would mean not being able to offer a hot noon meal for the seniors for the one day in November) along <br />with the Senior Center room. Dan Dixon did not feel this could be accomplished and had concerns with <br />parking. <br /> <br />Another site I considered was the Program Facility Building located at 50 Main Street. This site has <br />ample parking but the room was dark, no kitchen facility for the judges, and a few other problems. <br /> <br />The third site that I considered is St. Andrews Church, 566 4th Street. I have been working with Tom <br />Kaempffer, Parish Administrator. The Church is agreeable to have their site as a polling place and has <br />offered the use of the gymnasium. This facility was recently remodeled, is handicapped accessible, has <br />ample parking, and we would have a separate room that the judges could use for their break. The Church <br />is located outside the boundary of Precinct 4-B but state statute allows a metropolitan area city to locate a <br />polling place outside the precinct if it is within 3,000 feet of the precinct boundary. This site meets that <br />requirement. <br /> <br />Financial Impact <br />State statute requires notification of every affected household with at least one registered voter in the <br />precinct a nonforwardable mailed notice stating the location of the new polling place at least 25 days <br />before the next election. This would be a minimal expense. The Church is allowing us use of the facility <br />at no charge. <br /> <br />Attachments <br />. State statute 204B.16 <br />. Resolution <br />.
