Mr. Martin indicated that his property had been <br />zoned commercial up to a year and a half ago. In the rezoning process of the <br />whole to\vu, it was zoned with property across the railroad tracks and the prop- <br />erty to the west of his property to 1-2. In order to renovate his buildings, <br />he must get a zone change. Mr. Martin would like his property to become C-3. <br /> <br />Chairman Tracy asked Zack Johnson for his comments on the zone change. <br /> <br />Zack Johnson indicated that the HRA had suggested in their plan that the Planning <br />Commission look into the area all the way out to Proctor. Mr. Johnson indicated <br />he had some question about the validity of industrial east of Oxford because of <br />the configuration of the land. Mr. Johnson indicated that questions were raised <br />about street right-of-way. <br /> <br />Discussion followed regarding setbacks. Zack Johnson also showed the Planning <br />Commission a plat map of the area involved. Zack Johnson indicated that he was <br />also concerned about the feedmill. <br /> <br />Chip Martin indicated that he had checked with the tax assessor. Mr. Martin indi- <br />cated his tax statements indicated he is being taxed as commercial. <br /> <br />Zack Johnson indicated that any rezoning should not include the feedmill. Mr. John- <br />son also indicated that this should be looked~at and worked out; possibly creating <br />a new zone. A C-3 would create more problems. <br /> <br />Commissioner Pearce indicated this request should go back to the drawing board; es- <br />specially regarding the setbacks. <br /> <br />Chip Martin showed the Planning Commission the parking plan of his property. <br /> <br />Commissioner Pearce asked Mr. Martin what the reason for his request for a zone <br />change was. <br /> <br />Chip Martin indicated that he would like to have a small business such as a Iffivn <br />mower repair shop, parts shop, etc... <br /> <br />Commissioner Pearce indicated that staff should look at this with a possible new <br />class of zone. <br /> <br />Commissioner Gunkel inquired as to how this differs from the Axelson's request other <br />than one is commercial and one is residential. <br /> <br />Zack Johnson indicated that he didn't feel there was, theoretically, a difference. Mr. <br />Johnson further indicated that possibly the recommendation of the Planning Commission <br />should have been to see if there was another way to r~rrite the zone. Mr. John- <br />son also indicated that a motion could be tabled for 60 days. <br /> <br />Commissioner Gunkel indicated that staff should have a review session prior to the <br />next Planning Commission meeting. <br />
