<br /> <br />Item Description <br />Personnel Action for Community Develo ment Positions <br /> <br />Item Number <br />3/1. <br />Prepared by <br />Scott Clark, Community Development <br />Director <br />Reviewed by <br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />Consent April 17, 2006 <br /> <br />Introduction <br /> <br />The Community Development Department has been in active recruitment for two positions 1) Planning <br />Manager and 2) Environmental Technician. Offers have been made and accepted to both positions, <br />subject to approval by the City Council. In addition to these hiring additions Scott Harlicker, Senior <br />Planner has tendered his resignation effective April 28, 2006. Scott will be taking the City Planner <br />position in Coon Rapids. <br /> <br />Discussion <br /> <br />The offer for the Environmental Technician position has gone to Nicola (Nikki) Blake-Bradley who is <br />currently and Environmental Specialist for Sherburne County Planning & Zoning and has held the <br />position for almost four years. Nikki's education is a BS degree in Biology and Graduate work in <br />Wetlands/Water Quality from St. Cloud State University. Nikki's first day will be April 29th (this is the <br />City's Clean-Up Day). <br /> <br />Staff has extended an offer for Planning Manager to Jeremy Barnhart who is the current Community <br />Development Director in Watertown and has held that position for almost five years. In addition he <br />served as a planner for two years in the Village of Hoffman Estates (a Chicago suburb) and for three <br />years in Clive (Iowa). Jeremy's education is a BS degree in Community and Regional Planning from Iowa <br />State University. His anticipated start date is May 18, 2006. <br /> <br />Financial Impact <br /> <br />The Planning Manager's salary has been offered at $63,397 which is consistent with the previous starting <br />salaries for division heads. The Environmental Technician position has been offered at $45,000.
