Purpose: <br /> <br />Midwest Asphalt Corporation would like to request a Conditional Use Permit to <br />continue extraction of sand and gravel from our Elk: River facility located at 12168221 ST <br />Avenue NW. This site was included in the May 1994 Environmental Impact Statement <br />(EIS) that was issued for the Elk River Gravel Mining District. <br /> <br />Midwest Asphalt Corporation has been operating under a Conditional Use Permit <br />since 1981 (#CU..:81-13). Most of the aggregate products produced at this operation will <br />be used in unpaved road maintenance, highway base projects, the making of Hot Mix <br />Asphalt (HMA), the making of concrete and on various construction projects in the local <br />and metro area. The duration of the mining is dependant upon several factors. <br /> <br />1. Demands for the Material <br /> <br />2. Market Value of the Material at time of Extraction <br /> <br />3. Accessibility of the Material (Depth of burden above deposit) <br /> <br />4. Expense to remove overburden <br /> <br />The City of Elk: River ordinance requires mining and extraction operations to obtain <br />annual, renewable mineral extraction permits. The property owner and the operator, <br />Midwest Asphalt Corporation, do not intend to relinquish any legal nonconforming use <br />rights associated with mineral extraction involving the subject property. To provide the <br />City of Elk: River with more inforination concerning the nature of the operation and the <br />property, Midwest Asphalt submits the following information: <br /> <br />4 <br />
