There being no one to speak to this issue, <br />Mayor Klinzing closed the assessment hearing. <br /> <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER FARBER TO ADOPT RESOLUTION 06-38 ADOPTING <br />THE FINAL ASSESSMENT ROLL IN THE MATTER OF THE DODGE <br />AVENUE IMPROVEMENT OF 2006. MOTION CARRIED 4-0. <br /> <br />B. Resolution Accepting Bid and Authorizing Execution of Contract <br /> <br />Mr. Maurer indicated that bids for the Dodge Avenue and Waco Street improvement were <br />opened earlier today. He stated that the low bidder was Forest Lake Contracting and staff is <br />recommending the bid be awarded to them. <br /> <br />MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER FARBER TO ADOPT RESOLUTION 06-39 ACCEPTING <br />BID AND AUTHORIZING EXECUTION OF CONTRACT IN THE MATTER <br />OF THE WACO STREET AND DODGE AVENUE IMPROVEMENTS OF 2006. <br />MOTION CARRIED 4-0. <br /> <br />5.4. <br /> <br />Highland Road Reconstruction Improvement. Public Hearing <br /> <br />City Engineer Terry Maurer presented information on the Highland Road reconstruction <br />project. Mr. Maurer reviewed the project history, proposed street and sewer improvements, <br />estimated project costs, financing, and assessment information. <br /> <br />Mr. Maurer indicated that with a narrower street section proposed, a "no parking" <br />resolution would be necessary prohibiting parking on Highland Road. He also indicated with <br />pedestrian facilities on both sides of the road, there will need to be some trees removed. <br /> <br />Mayor Klinzing opened the public hearing. <br /> <br />Connie Mutchler, 11812 Highland Road - indicated that due to her work schedule she <br />has been unable to attend the information meetings on this project. Ms. Mutchler <br />questioned if trees would have to be removed if a sidewalk is installed. Mr. Maurer stated <br />that if sidewalks are installed on both sides of the street that some trees would have to be <br />removed. <br /> <br />Mayor Klinzing closed the public hearing. <br /> <br />Councilmember Dietz stated that he believes that when given a choice on whether or not to <br />hookup to city water and sewer that property owners chose not to. He indicated that this <br />neighborhood is being given an advantage by the city spending the money to pay for the <br />sewer installation and hope that they get reimbursed if the property owners decide to <br />hookup to the city sewer. He stated that he would be interested in hearing from affected <br />property owners. <br /> <br />Virginia Geagan, 11871192nd Ave - stated that she is a gardener and she likes not having <br />city sewer and water and she would not hook up to city sewer and water if it was offered. <br />
