Voting against: Fredericksen and Fox. <br /> <br />,-~ <br /> <br />Lloyd Anderson was present ~~th a preliminary plat, formerly Houlton Ranch <br />in Sec. 8 & 9. The plat i2. contained in about 90 acres ~lith lots of about <br />2~ acre size. Mr. Anderson was directed to apply-for zone change and <br />prelimina~r plat hearing, date to be set after Moratorilim is lifted. <br /> <br />There was discussion on public hearings for plats. Zack JotLnson of Mateffy <br />Engineering stated a public hearing is necessary on zone change and pre- <br />liminary plat approval. However, both hearings could be held at the same <br />time if two notices are published. <br /> <br />Mr. Johnson presented the Board members \~th a proposed Schedule of Fees <br />for building permits and zone changes, the result of a survey study of pine <br />other Cities and Elk River. The schedule for building permits presently <br />used was found to be much lower than most of the Cities in the survey. <br />Upon motion of Rootes, seconded by Fox and passed, the proposed Schedule of <br />Fees 'V.ras approved for recommendation to City C011..l1cil for their approval. <br />t n iL {!;, i v tI t to r 11 e. \/ <br />!\'lr. This itJoulc <br />~upers€de any other ordinance and would be in effect until the final <br />ordinance is approved or for one year with a possible extesion of one more <br />year. Upon Motion of Fox seconded by Rootes and passed unar~mously, ,recom- <br />mendation to City Council for approval of Interim Ordinance. Hearing date <br />to be set after their approval. <br /> <br />Commissioner Zabee said he felt a discussion draft would be a great help <br />for working on the New Ordinance Composition. <br /> <br />Commissioner Fox seconded by Fredericksen made a motion to recommend to <br />the City Council for a lift of the 90- day Moratorium to take effect when <br />the Interim Ordinance is passed. Motion passed unanimously. <br /> <br />After discussion Commissioner Zabee seconded by Fox made a motion' to <br />recommend to the City Council that a full time Building Inspector be hired <br />after the new fee schedule is approved. The Board felt this would remedy <br />some of the problems being had vnth builders and contractors not getting <br />per~its and other problems. <br /> <br />After discussion upon Motion of Fox, seconded by Zabee and carried a <br />recom~endation was made to the City Council for a fair increase in inspection <br />fee to the Building Inspector as soon as possible. <br /> <br />Meeting adjourned at 11:30 P.M. <br /> <br />e~ (~L4- o!rodJuJ <br /> <br />Recorde.r <br />
