<br />E~ <br />River <br /> <br />City of Elk River <br />REQUEST FOR COUNCIL ACTION <br />Agenda Section Meeting Date <br />En . eerin A ril3, 2006 <br />Item Description <br />Highland Road Reconstruction Improvement-Public Hearing <br />· Resolution Ordering Improvement and Preparation of Plans and <br />S ecifications <br /> <br /> <br />Introduction <br />The public hearing for the reconstruction of Highland Road between Proctor Road and Jackson <br />Street is scheduled for April 3, 2006. Published notice has been placed in the Star News and <br />individual notices mailed to the affected property owners according to State Statute. The City <br />Council is asked to bring along the feasibility study for this project which was included with the <br />March 6, 2006 City Council packet. <br /> <br />Discussion <br />The feasibility study proposes to reconstruct Highland Road from Proctor Road to Jackson Street <br />to a narrower urban standard, including concrete curb and gutter with pedestrian facilities located <br />on both sides of the roadway. The existing right-of-way is 80 feet in width and is sufficient for <br />the proposed improvements. Watermain already has been extended by the Elk River Municipal <br />Utilities across Highland Road. The proposal is to have minor modifications made to the existing <br />watermain so that the newly constructed Highland Road will not need to be excavated in the <br />future to get to the watermain. It is proposed to have sanitary sewer extended underneath the <br />newly constructed Highland Road and funded by the Sewer Fund. <br /> <br />Financial Impact <br />The reconstruction of Highland Road is proposed to be assessed at $6,500 per unit following past <br />City practices for reconstruction projects. The remaining street cost estimated at $584,500 would <br />be eligible for Municipal State Aid Funding. The Elk River Municipal Utilities are being asked to <br />pay $95,000 for modifications to the existing watermain. The City Sewer Fund is proposed to pay <br />$280,000 for the extension of sanitary sewer under Highland Road for future use. <br /> <br />Attachments <br />.
