MIKE O'BRIEN <br />SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />Tony Rude stated that the Elk River Country Club is willing to <br />negotiate or to proceed with this project in stages. <br /> <br />5. Mike Hanlon SS-hllQJ District 728 AthJcetic Director <br /> <br />Mike Hanlon presented his committee's recommendations to the Park and <br />Recreation Commission for the improvements to School District property <br />regarding athletic fields. Mr. Hanlon's list included improvements to <br />eight separate School District properties and an itemized expense for <br />each site. Exhibit #5 is attached. Mr. Hanlon also stated he would <br />like to promote the feeJ ing of cooperation and long term commitment <br />between the City of Elk River and School District 728 on these <br />projects. It was the consensus of the Park and Recreation Commission <br />to support this cooperation. <br /> <br />6. 1991 Park Improvements Usin~ Park Dedication Funds <br /> <br />BYRON HOUGHTELIN MOVED TO RECOMMEND TO THE CITY COUNCIL AUTHORIZATION <br />OF THE ATTACHED EXPENDITURES ON EXHIBIT #6 WITH THE FOLLOWING <br />CLARIFICATIONS: <br /> <br />1. <br /> <br />THAT THE WORK AT THE DEPOT SITE BE COMPLETED AND THE PLANTERS OR <br />BARRICADES ALLOW BOELTER'S SERVICE STATION 75 FEET WEST FROM HIS <br />PROPERTY LINE AND THAT THE ACCESS OPENINGS TO HIGHWAY 10 BE CLOSED. <br /> <br />2. THAT THE LION'S PARK PLAYGROUND EQUIPMENT ITEM BE REDUCED FROM <br />$10,000 to $5,000 AND REQUEST THAT THE LION'S CLUB PARTICIPATE IN <br />THE ADDITIONAL FUNDING FOR THE EQUIPMENT. <br /> <br />3. THAT THE BARRINGTON PARK TOPSOIL BE REDUCED FROM $2,500 TO $1,000 <br />BECAUSE STREET/PARK SUPERINTENDENT HALS STATED THAT HE MAY HAVE A <br />MORE ECONOMICAL SUPPLY FOR THE TOPSOIL. <br /> <br />MIKE O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />7. .Discussion on Development of Woodland Trails Park <br /> <br />Street/Park Superintendent Hals stated that he had been in contact with <br />Lloyd Nord whose property adjoins the Woodland Trails Park in the <br />southwestern corner of the park. Mr. Nord expressed an interest in <br />purchasing approximately one acre of park property from the City of Elk <br />River. <br /> <br />MIKE O'BRIEN MOVED TO RECOMMEND TO THE CITY COUNCIL NOT TO SELL ANY OF <br />THE PARK PROPERTY. CLETE LIPETZKY SECONDED THE MOTION. THE MOTION <br />CARRIED 7-0. <br /> <br />Street/Park Superintendent. Hals also stated that his crew had removed a <br />culvert from the County ditch on the northern end of the park to <br />alleviate some concerns from citizens north of the park that the City <br />
