<br />. <br /> <br />. <br /> <br />. <br /> <br />Park and Recreation Commission Minutes <br />August 1, 1990 <br /> <br />Page 2 <br /> <br />The Commission discussed the priori ties listed within the plan. The <br />Commission was unanimous in their consensus that the community athletic <br />fields issue needs to be highlighted and listed as the number one <br />priori ty for the City of Elk River. This issue is discussed in the <br />7/26/90 memo to the Commission from the City Administrator. <br /> <br />It was noted that within the appendix, the Park Dedication Fee <br />resolution should be added as should the newly approved watercraft <br />ordinance. This watercraft ordinance was based on the Big Lake <br />ordinance which was reviewed by the Commission and approval by the City <br />Council. Additionally, the Commission desired that the staff needs in <br />order to implement this plan be highlighted, as full implementation of <br />the Master Plan will require extensive staff work. <br /> <br />CLETE LIPETZKY MOVED TO RECOMMEND APPROVAL OF THE MASTER PARK AND <br />RECREATION PLAN AND ITS RELATED COMPREHENSIVE PARK SYSTEM PLAN MAP TO <br />THE CITY COUNCIL AS AMENDED BY THE COMMISSION. ROLFE ANDERSON SECONDED <br />THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The Park and Recreation Commission thanked <br />professional assistance in developing the <br />Commission expressed its appreciation for the <br />Mr. Sanders has provided the City. <br /> <br />Mr. Sanders for his <br />Master Plan and the <br />high quali ty work that <br /> <br />6b. Staff UDdates - Phil Hals <br /> <br />Mr. Hals reviewed with the Commission the approved list of projects for <br />1990. Phil reviewed work that has been accomplished and work that is <br />planned for this upcoming Fall season. <br /> <br />Discussion took place regarding the grooming of the cross country ski <br />trails for this upcoming Winter season. <br /> <br />CLETE LIPETZKY MOVED TO RECOMMEND TO THE CITY COUNCIL A DONATION OF <br />$380 TO THE NORDIC SKI CLUB FOR THE PURCHASE OF MOWERS TO MAINTAIN THE <br />SKI TRAILS. BARB NORTHWAY SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Discussion took place regarding athletic fields in the community. It <br />was noted that there is room behind Parker School that could be used as <br />open athletic fields. <br /> <br />ROLFE ANDERSON MOVED TO HAVE THE CITY WORK WITH THE SCHOOL IN ORDER TO <br />DEVELOP TWO ADDITIONAL SOCCER FIELDS BEHIND PARKER SCHOOL WITH THE CITY <br />PROVIDING THE AG-LIME AND LABOR FOR THIS PROJECT. TODD MIXER SECONDED <br />THE MOTION. THE MOTION CARRIED 4-0-1. Clete Lipetzky abstained as he <br />is employed by the School District. <br /> <br />6c. <br /> <br />Staff UDdates - Pat Klaers <br /> <br />The City Administrator updated the Commission on the status of the 1990 <br />budget and the proposed 1991 Park and Recreation budgets. <br />
