<br />Park and Recreation Commission <br />March 7, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />cover incidental expenses. <br />are in good condition. <br /> <br />It was indicated that the horseshoe pits <br /> <br />Mr. Kline indicated their concern over controls of the lighting and the <br />intensity of the lighting at the playing area. It was noted by the <br />staff that improvements could take place but the Commission would have <br />to recommend approval of the expense to the City Counci 1. It was <br />estimated that the cost of improving the lighting would be in the <br />neighborhood of $300. The Commission requested the Club to consider a <br />dues increase as a way to assist in financing this improvement. <br />Representati ves of the Club indicated that they would consider this <br />request and be in contact with Phil Hals, City Street/Park <br />Superintendent. <br /> <br />5. Master Park and Recreation Plan - Sanders & Associates. Inc. <br /> <br />At the February Park and Recreation meeting, Draft #2 of the Master <br />Park and Recreation Plan was distributed to the Commission and <br />discussed in a preliminary fashion. At this meeting it was the desire <br />of the Commission to go through a "page by page" review of this plan in <br />an effort to give Mr. Sanders as much input as possible so that Draft <br />#3, when distributed at the April Park and Recreation meeting, can be a <br />nearly completed final draft. <br /> <br />e <br /> <br />During the page by page review of Draft #2, all Commission members <br />participated in an active discussion over missing information in the <br />plan; corrections with inconsistent information; questions regarding <br />implementation of the plan; questions regarding updating of the plan as <br />new parks are purchased and developed; how the trail system can be <br />developed; and the development of a new section for the listing of <br />overall goals or a summary page of the document. <br /> <br />Mr. Sanders distributed to the Commission a draft of the <br />Implementation Section of the Master Plan. A great deal of discussion <br />took place regarding the priori ties of the Master Plan in terms of <br />which park and recreation items are most important to pursue first and <br />which ones should receive funding first. <br /> <br />At this time Mr. Sanders and Mr. Page reviewed with the Commission the <br />preliminary mapping and information compiled regarding the focused area <br />studies for the Woodland Trails Park and the Hillside Park. Unique <br />features regarding the Woodland Trails Park include the variety of the <br />land which includes hills, valleys, and water; the access problems for <br />the park; and the existing cross country ski trails. Highlights of the <br />Hillside Park include concern over proper access to the area, concern <br />over the existing dump site, the concern over the power line corridor <br />and the future development of a trail system within this area. <br /> <br />6. <br /> <br />Staff UDdates <br /> <br />e <br /> <br />Due to the lateness of the hour, this agenda item was tabled. <br />
