It was indicated by Phil <br />Hals that the cost to improve the grooming equipment would be <br />approximately $1,000 for material plus the maintenance crew labor. An <br />additional $300 would be needed for the signs. <br /> <br />DAVE ANDERSON MOVED TO RECOMMEND TO THE CITY COUNCIL THE SPENDING OF <br />APPROXIMATELY $1300 FOR MATERIALS FOR IMPROVING THE CROSS COUNTRY SKI <br />TRAILS GROOMING EQUIPMENT AND FOR THE INSTALLATION OF TRAIL SIGNS WHICH <br />WOULD BE FINANCED OUT OF THE PARKS CAPITAL OUTLAY PROJECTS BUDGET <br />CATEGORY. TODD MIXER SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />5. <br /> <br />Community Survey Result~ <br /> <br />. <br /> <br />Bill Morris and Diane Traxler of Decision Resources, Inc., presented <br />the results of the Community Survey that was recently conducted. This <br />Communi ty Survey concentrated on park and recreational needs but also <br />included other City issues. Bill and Diane reviewed each response to <br />all 158 questions. The Park and Recreation Commission was cautioned to <br />not simply take the statistical response (by percentage) to various <br />issues and draw conclusions from these figures. It was noted that <br />these figures need to be compared to other communities in order to draw <br />some valid conclusions about the make up and composition and desires of <br />Elk River residents. A more formal and complete presentation is <br />planned to be made on February 5, 1990 to the City Council and the Park <br />and Recreation Commission was encouraged to attend this meeting. A <br />copy of the survey and percentage responses to each question is <br />attached to these minutes. Decision Resources, Inc. contacted 402 <br />households to participate in this survey and had a refusal rate of <br />3.2. Over 10% of Elk River households were surveyed. <br /> <br />In general terms, the survey verified some of the issues which the Park <br />and Recreation Commission believed needed to be addressed. Some of the <br />issues of high importance to the community include a desire for more <br />trails within the community and more neighborhood parks of the three to <br />five acre variety. Additionally, there was a lot of participation in <br />the youth recreation programs and there is a demand for more open <br />athletic field areas. Very few of the residents go outside of the <br />community for park and recreation activities and, therefore, there is a <br />growing demand on the City and Community Education Department to <br />provide more park and recreations opportunities. <br /> <br />6. <br /> <br />m.sc..ill?sion~IL_N~_~ter Park and Recreation_ Plan <br /> <br />. <br /> <br />The Commission discussed with Bill Sanders and Paul Page the Community <br />Survey results and how these results can be incorporated into the <br />Master Park and Recreation Plan. Mr. Sanders indicated that the draft <br />plan already discusses the need for development of a City trail system <br />and neighborhood parks. These issues will be further highlighted · <br />as the plan develops with additional input from the Commission. The <br />Commission reviewed the draft plan that was distributed at the November <br />1, 1989 meeting with Mr. Sanders and offered comments on errors, <br />omissions and good points of the draft plan.
