<br />Page 3 <br /> <br />. <br /> <br />Elk River Recreation Board Minutes <br />September 6. 1988 <br /> <br />6. 1989 Park and Recreation Budgets <br /> <br />The City Administrator briefly reviewed the proposed 1989 Park and <br />Recreation Budgets. the status of the Park Dedication fund and <br />miscellaneous budget items that relate to park and recreation <br />activities. Because of a variety of reasons including: 1.)a lack of <br />information on park and recreation revenue that is generated. 2.)the <br />changing of the structure of the park and recreation budget that makes <br />comparisons to past year actual expenses difficult. and 3.)a lack of <br />history on revenue and expenses in the Park Dedication Fund. the <br />Recreation Board as a whole expressed confusion over the financial <br />information presented. The Recreation Board requested additional <br />financial information from the Finance Department on the history of <br />revenues and expenditures in the Park Dedication Fund and some financial <br />information that is easier to understand relative to revenues and <br />expenditures. It was suggested that pie chart diagrams may assist in <br />the understanding of funding for Park and Recreation activities. <br /> <br />In discussing the <br />the City parks. <br />per residential <br />Currently. the <br /> <br />availability of monies to assist in the development of <br />the amount of park dedication fees that were received <br />lot developed in the community was discussed. <br />City receives $200.00 per lot as a park dedication fee. <br /> <br />. <br /> <br />BOARD MEMBER <br />THAT THE PARK <br />EFFECTIVE 1/1/89. <br /> <br />BYRON HOUGHTELIN MOVED TO RECOMMEND TO THE CITY COUNCIL <br />DEDICATION FEES INCREASE TO $300.00 PER LOT DEVELOPED <br />BOARD MEMBER MIKE O'BRIEN SECONDED THE MOTION. <br /> <br />Discussion took place on what fees are collected in comparable <br />communities and the lack of information available on recent park <br />dedication expenditures. It was the consensus of the Recreation Board <br />that it was more appropriate to do additional research in this area <br />prior to taking action on the above motion. The Board felt more <br />comforable if such a motion would be made at the next Recreation meeting <br />after additional information can be reviewed. <br /> <br />THE BOARD MEMBER, BYRON HOUGHTELIN. WHO MADE THE MOTION. AND THE BOARD <br />MEMBER, MIKE O'BRIEN, WHO SECONDED THE MOTION. BOTH AGREED TO WITHDRAW <br />THEIR ABOVE STATED MOTION. <br /> <br />Street/Park Superintendent. Phil Hals. handed out some examples of <br />expenditures that park dedication funds could be applied towards. This <br />list included the one-half basketball courts at Ridgewood East Park. <br />Orono Park. and Moldenhauer Park at $1.500.00 each. Additionally. <br />playground equipment is an eligible activity and it is possible that <br />Lion's park ($10.000.00). Moldenhauer Park ($5.000). and Anda Park <br />($5.000.00) will receive some playground equipment in 1989. Such a <br />purchase would have to be recommended by the Recreation Board and <br />approved by the City Council. <br /> <br />. <br /> <br />7. <br /> <br />Community Education Department Update <br /> <br />As Community Education Director. Charlie Blesener. was not present for <br />this meeting. this agenda item was tabled. <br /> <br />Marilyn VanPatten and Rolfe Anderson left at 9:00 p.m. <br />
