Planning Commission Minutes <br />Page 4 <br /> <br />August 23, 2005 <br />--------------------------- <br />FINDING THAT THE SHERBURNE COUNTY HOUSING AND <br />REDEVELOPMENT AUTHORITY’S REDEVELOPMENT PROGRAM FOR <br />REDEVELOPMENT DISTRICT NO. 1 AND PROJECT PLAN FOR THE <br />TARGET TECHNOLOGY CENTER CONFOROM TO THE GENERAL PLANS <br />FOR THE DEVELOPMENT AND REDEVELOPMENT OF THE CITY OF ELK <br />RIVER. MOTION CARRIED 7-0. <br /> <br /> <br />5.5.Request by Target Corporation for Preliminary Plat (Elk Path Business Center Third <br />Addition, Public Hearing <br /> <br /> Ms. McPherson reviewed the request by Target Corporation to subdivide a 24.73-acre parcel <br />out of 76 acres in order to construct a second Target Technology Center. She noted that <br />Target currently has a technology center in Brooklyn Park. Ms. McPherson reviewed the <br />location of the property, road connections/access, park dedication recommendations, and <br />issues related to drainage and utilities. She reviewed the changes to the plat based on the <br />revised site plan. She noted that staff is comfortable with a driveway into the site, and that if <br />appropriate, access will line up with Pinewood Estates. Ms. McPherson noted that there will <br />be no access to County Road 30. Staff recommends approval of the request with the five <br />conditions listed in the staff report to the Commission dated August 23, 2005. <br /> <br /> Commissioner Scott stated that he felt it was important to ensure that the road align with <br />others in the general vicinity, if the property were to be sold in the future to another user. <br /> <br /> Chair Anderson opened the public hearing. There being no public comment, Chair <br />Anderson closed the public hearing. <br /> <br /> Commissioner Scott stated that he was in favor of approval with the changes as noted by <br />staff. He felt the low intensity use would benefit the area. <br /> <br /> MOTION BY COMMISSIONER WESTGAARD, SECONDED BY <br />COMMISSIONER ROPP TO RECOMMEND APPROVAL OF THE REQUEST <br />BY TARGET CORPORATION FOR PRELIMINARY PLAT APPROVAL OF ELK <br />PATH BUSINESS CENTER THIRD ADDITION, CASE NO. P 05-14, WITH <br />THE FOLLOWING CONDITIONS: <br /> <br /> <br />1.ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. <br /> <br /> <br />2.ALL COMMENTS OF SHERBURNE COUNTY BE ADDRESSED. <br /> <br /> <br />3.THE APPLICANT SHALL PAY SURFACE WATER MANAGEMENT FEES <br />FOR 24.73 ACRES. <br /> <br /> <br />4.THE APPLICANT SHALL PAY FOR PARK DEDICATION IN CASH FOR <br />24.73 ACRES AND PROVIDE A TRAIL EASEMENT ADJACENT TO <br />COUNTY ROAD 30 RIGHT-OF-WAY. <br /> <br /> <br />5.THE APPLICANT SHALL ENTER INTO A DEVELOPER AGREEMENT <br />WITH THE CITY TO ENSURE INSTALLATION OF THE PUBLIC <br />IMPROVEMENTS. <br /> <br /> MOTION CARRIED 7-0. <br /> <br /> <br />
