Park & Recreation Commission Minutes Page 3 June 8, 2005 ------------------------------------ MOVED BY COMMISSIONER KUESTER AND SECONDED BY COMMISSIONER PAIGE TO ACCEPT CASH DEDICATION FOR THREE LOTS ON MEADOWVALE. MOTION CARRIED 7-0 8.3.A. Policy Issues – Consider request by neighbor to install fence at Meadow Park. Director of Parks and Recreation, Bill Maertz shared with the Commission that a resident has requested that the City of Elk River install a fence at Meadow Park. The homeowner has been troubled with vandalism and believes the perpetrators have been gaining access to his yard through the park. Staff recommends that the request be denied due to the financial and maintenance burden it would create and recommends the installation of additional park boundary signs in order to create a clear delineation of where private property begins. MOVED BY COMMISSIONER PAIGE AND SECONDED BY COMMISSIONER PETERSON TO DENY INSTALLATION OF FENCE AND INSTALL MORE SIGNAGE. MOTION CARRIED 7-0 8.3.B. Amend Trail Master Plan Director of Parks and Recreation, Bill Maertz presented information regarding the trail master plan. There are approximately 30 miles of roads designated for future widened shoulders. If the plan is amended to call for detached trails construction, it will cost $3,200,00 in 2005 dollars. Detached trails vs. widened shoulders has been discussed by the Parks and Recreation Commission and detached trails were more desirable for several reasons. Commissioner Paige commented that they would like the county to agree that detached trails are needed for safety versus the widened shoulder. Appropriate roadway design includes appropriate trail design and the city should not have the burden of $3,200,000 to provide trails. Mr. Maertz stated that the staff is looking for the commission to amend the trail master plan and that the funding source can be explored in the future. MOTION BY COMMISSIONER NYTSROM SECONDED BY COMMISSIONER KUESTER TO AMEND THE TRAIL MASTER PLAN TO SHOW DETACHED TRAILS ADJACENT TO COUNTY ROADS AND ADD CR 44. MOTION CARRIED 7-0 8.3.C. Consider request by Area 728 Youth Baseball Director of Parks and Recreation, Bill Maertz shared that Area 728 Youth Baseball request of commitment from the Parks and Recreation Commission to reimburse them for putting the batting cage in this year at YAC. Commissioner Paige commented that there is a great amount of pressure to get an additional batting cage set up sooner. Commissioner Kuester asked for clarification of who would be reimbursed.
