The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity Request for Action To City Council Item Number 4.8 Meeting Date February 2, 2026 Prepared By Lauren Wipper, Human Resources Manager Item Description Approve Collective Bargaining Agreement with LELS #589 Police Clerical-Technical Reviewed by Cal Portner Jolene Richter Action Requested Approve, by motion, the Master Labor Agreement (Contract) between the City of Elk River and Law Enforcement Labor Services (LELS) Local #589 for January 1, 2026, to December 31, 2027. Background/Discussion City staff negotiated an agreement with the police clerical and technical labor union (LELS #589). The agreed- to provisions of the contract are consistent with previous Council discussions as well as with other labor agreements and city policies. The new terms are as follows: MN Paid Leave Grandfathered into city policy if city policy changes. Injury on Duty CSOII/Evidence Technician will receive 30 days of IOD if injured while at the scene or en route to or from the scene. On Call Pay Changed from 1 hour of comp time to 2 hours of comp time. Defined that this is at straight time. Comp Time No maximum balance, but must be at or below 40 in December or paid out. Wages January 1, 2026, 2.75%; June 28, 2026, 0.25%; January 2027, 2.75%; July 1, 2027, mid-year look back retro not to exceed 1.5% Field Training Pay CSOII/Evidence Technician is paid 2 hours per day while performing FTO duties. Financial Impact The 2026 wages are included in the 2026 approved budget. Other costs will be absorbed by the department budget and included in the 2027 budget.
