The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.8 <br /> <br />Meeting Date <br />February 2, 2026 <br />Prepared By <br />Lauren Wipper, Human Resources Manager <br /> <br />Item Description <br />Approve Collective Bargaining Agreement with LELS <br />#589 Police Clerical-Technical <br />Reviewed by <br />Cal Portner <br />Jolene Richter <br /> <br />Action Requested <br />Approve, by motion, the Master Labor Agreement (Contract) between the City of Elk River and Law <br />Enforcement Labor Services (LELS) Local #589 for January 1, 2026, to December 31, 2027. <br /> <br /> <br />Background/Discussion <br />City staff negotiated an agreement with the police clerical and technical labor union (LELS #589). The agreed- <br />to provisions of the contract are consistent with previous Council discussions as well as with other labor <br />agreements and city policies. The new terms are as follows: <br /> <br />MN Paid Leave Grandfathered into city policy if city policy changes. <br />Injury on Duty CSOII/Evidence Technician will receive 30 days of IOD if injured while at the scene or en <br />route to or from the scene. <br />On Call Pay Changed from 1 hour of comp time to 2 hours of comp time. Defined that this is at straight <br />time. <br />Comp Time No maximum balance, but must be at or below 40 in December or paid out. <br />Wages January 1, 2026, 2.75%; June 28, 2026, 0.25%; January 2027, 2.75%; July 1, 2027, mid-year <br />look back retro not to exceed 1.5% <br />Field Training Pay CSOII/Evidence Technician is paid 2 hours per day while performing FTO duties. <br /> <br /> <br />Financial Impact <br />The 2026 wages are included in the 2026 approved budget. Other costs will be absorbed by the department <br />budget and included in the 2027 budget. <br /> <br />Mission/Policy/Goal <br />The Elk River Mission Statement. <br /> <br />Attachments <br />1.
