The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.6 <br /> <br />Meeting Date <br />February 2, 2026 <br />Prepared By <br />Ryan Sandhoefner, Engineering Project Manager <br /> <br />Item Description <br />Local Match for BUILD Grant - Main Street and <br />TH10/Railroad Grade Separation <br />Reviewed by <br />Justin Femrite <br />Cal Portner <br />Jolene Richter <br /> <br />Action Requested <br />Approve, by motion, up to $1,203,133 in local match toward the BUILD grant submittal for the grade <br />separation of Main Street and TH10/Railroad. <br /> <br /> <br />Background/Discussion <br />In 2025, city staff were approached by BNSF and their grant writing consultant to consider safety <br />improvements to at-grade intersections with the railroad in Elk River. In conjunction with the Downtown <br />Master Plan, we identified the crossing of Main Street to be of interest. <br /> <br />After considering all grants available, they determined the BUILD grant to be most applicable to our needs. <br />With this, a local match of 20% is required, which is estimated on the high end to total $1,453,133 over the <br />next several years. BNSF has committed $250,000 toward this local match, which brings the city's <br />contribution down to $1,203,133. <br /> <br />If awarded, this grant would bring the project up to 30% preliminary engineering. This milestone would set Elk <br />River up for the application of future construction grants in hopes of one day funding a construction project. <br /> <br />Financial Impact <br />After BNSF's contribution, the city's responsibility totals $1,203,133 and is expected to be funded using our <br />Municipal State Aid account. <br /> <br />Mission/Policy/Goal <br />Responsibly grow <br /> <br />Attachments <br />None <br /> <br /> <br />Page 56 of 111
