INTRODUCTION Terra Construction is soliciting qualifications from interested subcontractors for prequalification to bid on specific trade packages for the project under the Construction Manager at Risk (CM@R) delivery method for the City of Elk River. This RFQ is issued by Terra Construction, who has been retained by the City of Elk River as the Construction Manager (CM). The purpose of this RFQ is to establish a list of qualified subcontractors eligible to participate in subsequent Requests for Bids (RFBs) for construction trade work for each project. PROJECT DESCRIPTIONS General Overview – Fire Station #1 • Project Type: New Ground-Up Construction • Project Description: 35,500 square foot fire station • Estimated Construction Budget: $20M - $22M • Anticipated Construction Start: Spring 2027 (Bidding to occur fall 2026) • Anticipated Substantial Completion: Summer 2028 • Delivery Method: Construction Manager at Risk General Overview – Northbound (Liquor Store) Project Type: New Ground-Up Construction • Project Description: 22,400 square foot liquor store • Estimated Construction Budget: $6.5M • Anticipated Construction Start: Summer 2026 (Bidding to occur spring 2026) • Anticipated Substantial Completion: Spring/Summer 2027 • Delivery Method: Construction Manager at Risk WORK SCOPES Subcontractor work scopes are grouped by trade divisions and may be combined where appropriate without limiting participation. Each project will be bid separately.
