The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community
engagement that encourages and inspires prosperity

Request for Action

To
City Council
Item Number
8.1

Meeting Date
February 17, 2026
Prepared By
Joe Stremcha, Business Services Director/Assistant
City Administrator

Item Description
Amend the Park Improvement Fund CIP
Reviewed by
Jeff Shelby
Cal Portner
Jolene Richter

Action Requested
Amend, by motion, the Park Improvement Fund Capital Improvement Plan to remove the Ridgewood East
basketball court and replace it with sod in 2026.

Background/Discussion
The Parks and Recreation Commission reviewed the Ridgewood East basketball court improvements further
and recommended it be removed from the CIP during their Regular Meeting on January 14. The Ridgewood
East basketball court and the Salk Junior High School basketball court are both in proximity. Their rationale
was that residents primarily use the courts located at Salk, and improvements at Ridgewood East were
unnecessary. Staff suggested engaging neighborhood residents about their usage of the court via the recently
created park usage survey. Chair Anderson indicated that he did not see any actionable data from that
previous survey and that the city has removed other park amenities without surveys based on staff
observations of usage.

The court is in a state of disrepair, and staff recommends that the site be improved or removed rather than
be left in a state of disrepair. The site is a popular sledding hill in the winter months, and sod will improve that
usage.

This item is prepared for City Council concurrence, as the asset was initially installed with governmental funds
by Council direction, and a change in asset allocation should be approved by the governing body.

Financial Impact
The Park Improvement Fund CIP has $30,000 budgeted for Ridgewood East Basketball Court improvements.

Mission/Policy/Goal
Meet changing needs - agile.

Attachments
None
