Request for Action <br />City of <br />Elk <br />River <br />To <br />City Council <br />Meeting Date <br />December 15, 2025 <br />Item Description <br />Personnel Policy Manual Update <br />Item Number <br />4.4 <br />Prepared By <br />Lauren Wipper, Human Resources Manager <br />Reviewed by <br />Cal Portner <br />Tina Allard <br />Action Requested <br />Accept, by motion, the updated City Personnel Policy Manual. <br />Background/Discussion <br />The City Council reviewed changes to the Personnel Policy Manual at the December I, 2025, Work Session. <br />Many of the changes are procedural or are required due to state or federal law changes. The most significant <br />changes are due to the change in the Earned Sick and Safe Time law related to the accrual of time and the <br />addition of MN Paid Leave. <br />The Council accepts the final document as it is updated as best practices provisions and state/federal law <br />changes occur frequently. By accepting the changes, the administration has the flexibility to respond promptly <br />to items that have no financial impact.
