Request for Action <br />City of <br />Elk <br />River <br />To <br />City Council <br />Meeting Date <br />December 15, 2025 <br />Item Description <br />Resolution 25-77: 2026 Compensation Plan for <br />Non -Organized Employees <br />Item Number <br />4.3 <br />Prepared By <br />Lauren Wipper, Human Resources Manager <br />Reviewed by <br />Cal Portner <br />Tina Allard <br />Action Requested <br />Adopt, by motion, Resolution 25-77 approving the 2026 Compensation Plan for Non -Organized Employees. <br />Background/Discussion <br />Attached is the 2026 Compensation Plan for Non -Organized Employees. Changes include: <br />■ A two -and -three-quarter percent increase was approved in the 2026 budget and is reflected in item <br /># 1 and the Pay Plan on the final page of the document. It is also reflected in pay for paid -on -call <br />firefighters, duty officers, police reserves, and liquor store clerks. <br />■ Pay for the Fire Academy Cadet position is slightly above minimum wage to prevent the deduction of <br />MN Paid Leave tax from dropping the wage below minimum wage. <br />■ The On -call Fire Captain Base Pay and Fire Academy Instructor pay have been increased as approved <br />by the City Council at the December I, 2025, Work Session. <br />■ Pay rates have been adjusted for a number of part-time, seasonal, and temporary park and recreation <br />and public works positions. These are based on changes in the market and should assist staff in <br />attracting and retaining employees. The increase for the bartender position is due to the increase in <br />minimum wage. These changes fall within budgeted part-time salaries. <br />■ We are no longer providing liquor delivery service, so we have eliminated the delivery driver position. <br />■ The item referencing overtime for police clerical employees typing reports on Sunday has been <br />removed due to that group now having a labor contract. <br />■ The provision for out -of -class snow plow operators is no longer utilized, so it has been removed. <br />■ Flexible Benefits Plan contributions were approved at the September 15, 2025, City Council meeting. <br />The Council also approved a compensation market study for non -union staff and directed and budgeted the <br />update to be effective with the mid -year payroll.
