Request for Action <br />City of <br />Elk <br />River <br />To <br />City Council <br />Meeting Date <br />December 15, 2025 <br />Item Description <br />Promotion of Fire Lieutenant <br />Item Number <br />6.3 <br />Prepared By <br />Joe Libor Jr., Deputy Fire Chief <br />Reviewed by <br />Cal Portner <br />Tina Allard <br />Action Requested <br />Mayor Dietz and Council to recognize the promotion of Gordon Myette to the position of Lieutenant with <br />the fire department. <br />Mayor Dietz to present the oath of office to Lieutenant Myette. <br />Background/Discussion <br />The fire department provides leadership development and training for firefighters interested in pursuing <br />leadership in the fire service. <br />The core component is our Officer Development Program, where firefighters are assigned a current captain <br />or lieutenant as a mentor and receive a workbook outlining multiple tasks, skills, emergency responses, <br />training methods delivery, and leadership development. Depending on the firefighter's performance, the <br />program takes approximately one year. <br />Firefighters work with department chiefs and officers to complete the task book, while continuing their <br />regularly required training and duties as firefighters. After the program, firefighters can pursue a formal <br />leadership role in the department.
