He was notified of the failures <br />and his right to a hearing before the City Council in which he could be represented by an attorney and <br />present any evidence relevant to this matter. <br /> <br />The hearing was held at the November 17, 2025, City Council meeting. At this meeting, the City Council <br />listened to testimony and then directed staff to prepare a resolution of findings of fact to revoke the tobacco <br />license for Noman Hussein, Elk River Tobacco, LLC. <br /> <br />Attached is the resolution outlining the findings of fact for revocation of the license. <br /> <br /> <br />Financial Impact <br />N/A <br /> <br />Mission/Policy/Goal <br />Explain how this meets the city's mission, current policies and/or council goals <br /> <br />Attachments <br />1.
