Background/Discussion The City of Elk River and Waste Management have a service agreement that is renewed every 36 months. This agreement establishes the disposal fees for the city's solid waste. The current agreement is set to expire on 1/16/2026. The trash industry's average annual price increases are typically based on the Bureau of Labor Statistics' water, sewer, and trash consumer price index, which currently averages a 5.1% increase from the previous 12 months. Waste Management has drafted a new agreement that will increase fees by approximately 2.9% per ton of waste. A comparison of the new vs. old rate is listed below. Current Rates: $53.07 per ton $5.89 per ton of wastewater mgmt (11.1%) $3.73 per ton- Energy(varies weekly) (7.02% currently) Total $62.69 per ton plus taxes/host fees New Rates: $51.25 per ton $9.67 per ton — Wastewater mgmt (18.9%) $3.60 per ton- Energy(varies weekly-currently 7.02%) Total $64.52 per ton plus taxes/host fees. 36-month service agreement $1.95/ton annual price increase Financial Impact Solid waste disposal costs will increase by 2.9%, plus $1.95 per ton annually.
